Ojutai Monument taps for white or blue mana, and for five mana it becomes a 4/4 flying Dragon until end of turn — reasonable upside stapled onto a mana rock. Three mana for a colorless rock that fixes into Azorius colors is just slightly too slow for competitive Commander tables, making this a role-player in casual Dragon or Ojutai-themed builds only.

In Commander, Ojutai Monument earns its slot almost exclusively in Azorius Dragon decks where the creature mode has thematic relevance — anywhere else, a Talisman or Signets do the same fixing job for two mana instead of three. Legacy, Modern, and Pioneer are non-starters; those formats don't want a three-mana rock with a five-mana activation that produces a vanilla 4/4, no matter the keyword. Oathbreaker is the one non-Commander format where it could show up if your signature spell is on-theme, but there's still very little reason to run Ojutai Monument over cheaper alternatives.
