Ogre Shaman lives almost exclusively in Commander, where the multiplayer spell density makes the trigger fire several times per round rather than once or twice. In a four-player pod, opponents collectively cast enough spells that the incremental damage adds up, and you can redirect it to a planeswalker or a problematic creature rather than a face. Legacy and Vintage are both legal formats, but Ogre Shaman does nothing competitive there — four mana for a reactive 3/3 with no immediate board impact is not what those formats want.
