Ogre Savant bounces a target creature on entry — relevant tempo, stapled to a 3/2 body for five mana. That rate is too slow for nearly every competitive context, and bounce without a draw or permanent effect doesn't justify the slot.

In Commander, Ogre Savant occupies a slot that better tempo pieces — ones that draw a card, hit any permanent, or cost less — fill more cleanly; the five-mana ask for a one-shot bounce is hard to justify in a 100-card singleton format where games go long.
