Ogre's Cleaver turns any creature into a 5/5-worth threat for a total of five mana — three to cast and two to equip — which is a lot of overhead for an effect that does nothing without a body. It's bulk-rare territory for a reason: +5/+0 with no evasion or protection attached gets blocked and that's the end of it.

In Commander, Ogre's Cleaver only makes sense in dedicated Voltron builds that already have evasion stapled to the commander — even then, five total mana for a pump with no keywords is a weak rate compared to equipment that grants trample or lifelink alongside the boost. In Legacy and Vintage it is technically legal but sees zero play; the formats move too fast for a five-mana do-nothing artifact. Ogre's Cleaver is effectively a Commander-only consideration, and a narrow one at that.
