Ogre Marauder forces the defending player to sacrifice a creature whenever it attacks, making it a repeatable edict stapled to a 3/1 body for three mana. The cost is real — a 3/1 dies to a stiff breeze — but the effect punishes creature-light opponents and dodges hexproof and indestructible in a way direct removal can't.

In Commander, Ogre Marauder is a fringe inclusion at best — three mana for a fragile body is a steep ask in a format where your opponents collectively have dozens of blockers, and the edict effect loses most of its sting when any one of four players can throw a token under the bus. In Legacy and Vintage, faster and more impactful threats make Ogre Marauder invisible; the edict effect is appealing in theory but Liliana of the Veil and Smallpox do the same job without requiring you to connect in combat. Modern has the same problem at a slower scale — the card simply doesn't compete with what's available. Ogre Marauder is legal in Oathbreaker, where a lower card-count format and aggressive Rakdos or Mono-Black planeswalker pairings could give it a brief moment, but even there it's a stretch.
