At three mana, the rate is reasonable, but the payoff is entirely dependent on how reliably you can maintain the biggest creature on board.

In Commander, Offender at Large fits best in aggressive go-wide or stompy decks that already plan to develop a dominant board presence — the menace anthem is free value when your threats are already the largest in the room. In 1v1 formats like Modern and Pioneer, a three-mana 3/3 with conditional upside competes against a much higher power bar and rarely makes the cut outside of dedicated aggro shells hunting for redundancy. Pauper is the most likely home outside Commander, where the floor of a 3/3 menace for three is genuinely playable and the upside is easier to trigger. Legacy and Vintage simply have no interest in this rate.
