It's a low-floor, low-ceiling role-player: you run it specifically because your deck wants a cheap creature that triggers on death, not because a 1/1 for two is impressive.

In Commander, Oculus earns its slot in sacrifice and blink shells that need cheap, replaceable bodies — the draw trigger means trading it away never costs you a card. In Pauper, where commons compete hard for two-mana slots, Oculus sees fringe play in Dimir control and self-mill decks that value incidental card flow on a creature. Legacy and Vintage are too fast for a 1/1 that draws one card; Oculus doesn't make the cut there outside of hyper-specific combo shells that need any creature at all.
