Oculus replaces itself when it dies, stapling a cantrip onto a 1/1 body — the card disadvantage of running a vanilla creature simply doesn't apply here. In Commander, Oculus earns its slot in sacrifice and blink shells that need cheap, replaceable bodies — the draw trigger means trading it away never costs you a card.
