Obscura Confluence gives you three modes — return a creature, draw and discard, or put a +1/+1 counter on a connive target — and you can pick the same one twice or mix all three for three mana at instant speed. The flexibility alone justifies a slot, but it earns its keep most in decks that want all three effects on the same turn. The three-mana modal instant is calibrated for 40-life games where flexibility over multiple turns matters more than raw efficiency, and the connive synergy is most relevant in Commander's singleton, value-oriented environment. In Legacy and Vintage, where it's technically legal, it doesn't compete — three mana for a choose-two modal effect is too slow against turn-one and turn-two threats that close games before the Confluence ever untaps.
