Oboro Envoy lets you look at the top card of your library and, if it's a land, put it into your hand — a repeatable, low-cost filtering effect that compounds quickly in decks that care about land counts or top-deck manipulation. The ask is a two-mana 2/1 body, which is a real opportunity cost, but in the right shell the card selection alone justifies the slot.

Oboro Envoy is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it's realistically a Commander card. In Legacy and Vintage, two mana for a 2/1 with conditional hand filtering doesn't clear the bar when cantrips and tutors do the same job faster and cheaper. In Modern the effect is too slow and too narrow to compete. Commander is where Oboro Envoy finds a home — specifically in landfall or lands-matter decks where guaranteeing your next land drop has cascading value and the game goes long enough for the body to matter.
