Oasis prevents all combat damage that would be dealt to target creature you control — a repeatable, tap-activated fog on demand. The catch is it costs a land slot and a tap with no mana attached, which is a real price outside the narrow context where targeting a creature is itself the point. Outside Horobi, Death's Wail decks, Oasis is too cute to justify the inclusion.

In Commander, Oasis is a niche piece in Horobi, Death's Wail builds rather than a general-purpose include — its value collapses entirely without Horobi on board.
