Oasis prevents all combat damage that would be dealt to target creature you control — a repeatable, tap-activated fog on demand. The catch is it costs a land slot and a tap with no mana attached, which is a real price outside the narrow context where targeting a creature is itself the point. Outside Horobi, Death's Wail decks, Oasis is too cute to justify the inclusion.

Horobi, Death's Wail turns every targeting effect into a kill spell, so Oasis becomes a repeatable, free creature removal engine — tap it, target any opposing creature to 'protect' yours, and Horobi's replacement effect destroys the target instead.

In Commander, Oasis is a niche piece in Horobi, Death's Wail builds rather than a general-purpose include — its value collapses entirely without Horobi on board. In Legacy and Vintage it's legal but irrelevant; repeatable combat damage prevention on a land is too slow and conditional for formats defined by combo and tempo. Pauper is where Oasis is at least theoretically functional as a budget stall tool in creature-heavy metas, though dedicated fog effects or better blockers do the job more cleanly. Oathbreaker mirrors Commander's verdict — niche at best.
