In Legacy and Vintage, the format is decided before an X-cost creature resolves for anything meaningful, and Pauper has enough efficient threats that a do-nothing-on-entry hydra can't compete. Commander is where Nyxborn Hydra earns its slot: the format's slower clock, access to mana doublers, and X-spell commanders let it arrive as a legitimate finisher rather than a mana sink.
