Commander is where Nymris, Oona's Trickster belongs — the format's multiplayer politics and four-player tables mean there are always opponent turns to hold up interaction on, and every counterspell or flash permanent becomes a two-for-one. In Legacy and Vintage it's legal but irrelevant; five mana for a value engine that only fires on opponents' turns is far too slow for formats where games end before that engine pays off.
