Commander is where Nymris, Oona's Trickster belongs — the format's multiplayer politics and four-player tables mean there are always opponent turns to hold up interaction on, and every counterspell or flash permanent becomes a two-for-one. In Legacy and Vintage it's legal but irrelevant; five mana for a value engine that only fires on opponents' turns is far too slow for formats where games end before that engine pays off. Oathbreaker is the one other format worth noting, where its faerie-token density can close games quickly in a tighter build.
