Nylea's Forerunner is a Commander card through and through — the anthem effect scales with the number of creatures you control, and 100-card singleton formats are where that payoff is most consistently worth a six-mana slot. In Pauper it's legal but outclassed by cheaper trample enablers, and the cost simply can't compete in older formats like Legacy or Vintage where the bar for a six-drop is prohibitively high.
