Nurgle's Conscription is a Commander card through and through — the effect is designed for multiplayer, where three opponents' graveyards turn a single spell into a twenty-plus-permanent swing. In Legacy and Vintage it's technically legal but seven mana with no fast-mana setup is a non-starter against decks operating on one and two. Oathbreaker is the only other format where it sees any real play, and only in shells that can hit seven reliably. Everywhere else, it simply doesn't exist.
