In Legacy and Vintage the mana cost is simply too prohibitive; faster formats will kill you before you untap with it, and there are cheaper ways to restrict spell-casting in those environments. Oathbreaker technically allows it, but the 20-life format moves fast enough that nine mana rarely arrives in time.
