Noxious Dragon is a Commander card, full stop. In 100-card singleton, a enters-the-battlefield removal effect stapled to a flying body is a reasonable floor — it replaces itself in value, and reanimator or blink shells can fire the trigger repeatedly. In competitive 60-card formats like Modern or Legacy, six mana for a 4/4 with a conditional kill isn't close to playable — faster, cheaper options exist at every point on that curve. Pioneer is the same story. Noxious Dragon finds its only real home in casual Commander pods where curve tops are acceptable and grinding card advantage through ETB effects is the game plan.
