Commander is where Nogi, Draco-Zealot does its real work: Dragon tribal is a well-supported archetype across several color combinations, and a three-mana creature that generates both tokens and card draw fits cleanly into the 99 or as a value piece alongside a Dragon commander. Legacy and Vintage allow it, but Dragon synergy shells don't compete in those formats and the card sees essentially zero play there. Oathbreaker is the one fringe case worth noting — a Dragon-themed Oathbreaker deck can leverage the same engine in a faster, more focused environment.
