Ninth Bridge Patrol turns every creature leaving your battlefield into a +1/+1 counter, which means sacrifice outlets, token trades, and even your opponents' removal all feed it. The catch is that it asks two mana and a turn of setup for a 1/1 body that your opponents can simply ignore until it becomes a problem — and by then, you probably had better things to do.

Ninth Bridge Patrol is a Commander card through and through — the format's longer games and token-heavy, sacrifice-friendly strategies give it room to grow into a real threat. In Pauper it's legal and theoretically interesting in white weenie or flicker shells, but a 1/1 for two that doesn't immediately affect the board struggles to justify its slot against more efficient commons. Modern, Pioneer, Legacy, and Vintage have no interest: the rate is far too slow for any of those formats' demands, and Ninth Bridge Patrol will never see competitive play there.
