In Commander, Nimble Obstructionist occupies a unique slot: cycling-tribal decks want it as a free piece of interaction, and any blue deck that needs to answer abilities without spending a counterspell slot will find it useful. The ability to counter a Planeswalker's ultimate or a Goblin Charbelcher activation off a cycling trigger is the kind of asymmetric value that defines role-players. In Legacy and Vintage, the card sees little play — those formats want interaction at instant speed for cheaper and don't need the body. Modern and Pioneer are similar; Nimble Obstructionist is outcompeted by dedicated interaction that doesn't ask you to cycle first. Commander is its real home, full stop.
