Nimana Skitter-Sneak is a payoff for graveyard-filling strategies, entering the battlefield with a +1/+1 counter for each opponent who has eight or more cards in their graveyard. The body is cheap enough to recur and the counter ceiling scales with how aggressively your table mills — real upside for the right shell, irrelevant bulk outside of it.

In Commander, Nimana Skitter-Sneak finds its only real home — the multiplayer context means three opponents whose graveyards are all racing toward eight cards, and a dedicated mill or self-mill deck can have every threshold met by turn three or four, producing a creature with four or more counters for three mana. In Pauper it's a common-legal body, but the format moves too fast and graveyards don't reliably hit eight cards without dedicated support, making it a fringe inclusion at best. Modern, Legacy, and Vintage have no interest — the power bar is too high and the condition too conditional for two- or four-player formats where you control only one opponent's graveyard. Oathbreaker mirrors Commander's multiplayer math and could support it in the right spellslinger-mill shell.
