Nightwing Shade is legal in Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but its home is Pauper if it has one at all — budget mono-black aggressive or devotion lists are the only shells patient enough for a pump-every-turn flying beater.
