Nezumi Cutthroat puts a 2/1 fear creature on the board for two mana — evasion that most decks simply can't block. The catch is the Swamp-only upkeep, which is a real cost outside of mono-black or near-mono builds, but Karumonix, the Rat King decks run enough Swamps that it's almost never a liability.

Karumonix, the Rat King
Karumonix, the Rat King wants every Rat it can find, and Nezumi Cutthroat delivers a cheap, evasive body that consistently connects to trigger poison counters — the upkeep condition is irrelevant in a dedicated mono-black Rat shell.

Nezumi Cutthroat is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but it's almost exclusively a Commander card in practice. In Pauper it's a common-legal two-mana evasive creature, though fear is a weaker keyword in a format dominated by black decks. Legacy and Vintage have no interest — the power floor there is too high for a vanilla-statted two-drop. Commander is where Nezumi Cutthroat earns its slot, specifically in Rat tribal builds where the tribal synergies justify running every playable Rat regardless of raw power.
