Nevermaker puts a repeatable bounce effect on a flier — each time it attacks, you can return a nonland permanent to its owner's hand, and the kicker clause puts it back on top of their library instead. The cost is four mana for a 3/3 with no evasion beyond flying, which is steep for what amounts to a soft lock piece that dies to any removal.

Commander is where Nevermaker earns its slot — the format's singleton structure means opponents rebuild slowly after a bounce, and the top-of-library rider is a meaningful tax in a 100-card deck. In Legacy and Vintage, Nevermaker is far too slow and fragile to compete with the interaction density; the effect simply doesn't justify four mana in those formats. Modern is technically legal but the same problem applies — four mana for a conditional bounce on an attackable body is nowhere near the rate those formats demand. Oathbreaker shares enough of Commander's multiplayer pace that Nevermaker can find a home there, particularly in blue decks that want repeated disruption alongside a low land count.
