It's a fine effect in a vacuum, but three mana at sorcery speed is a steep ask for a format where your opponents have already cast their threats.

In Commander, Never Happened is a niche include — hand disruption is weakest in a four-player game where you can only strip one card from one opponent, and sorcery speed means the window to hit a relevant spell is narrow. In Pauper, targeted discard at common is more meaningful in a two-player game where card disadvantage actually matters, though three mana is still slow against aggressive shells. Legacy, Vintage, and Modern have better two-mana discard options that don't require you to tap out at sorcery speed, so Never Happened doesn't compete there.
