Neurok Hoversail gives any creature flying for one mana to equip, which sounds fine until you realize that effect is almost never worth a card slot. It's a bulk equipment that trades card advantage for a keyword you could get from a better creature or a more impactful spell.

Neurok Hoversail sees essentially no competitive play in any format where it's legal. In Commander, flying enablers only matter if your commander needs evasion to connect — and if that's the case, there are creatures and equipment that provide more than a single keyword for the same or lower investment. Pauper is the one context where cheap artifacts occasionally matter for synergy-based artifact decks, but Neurok Hoversail doesn't do enough even there. Legacy and Vintage have no use for it.
