In Commander, Nessian Asp occupies the low end of playable green creatures — reach blocks flyers, and the monstrosity trigger can swing a combat step, but five mana for a do-nothing-immediately body is a tough sell when green has access to Polukranos, World Eater and Kalonian Hydra at similar price points. In Pauper it's more relevant, where the creature quality floor is lower and a 4/5 reach for five is a legitimate mid-game blocker in green stompy or ramp shells. Legacy, Modern, Pioneer, and Vintage have no practical use for it — the rate is simply too slow for any of those formats. Oathbreaker sits closer to Commander in texture, so the same ceiling applies there.
