Neko-Te taps target creature and prevents it from untapping — stapling a repeatable soft-lock onto any creature with a tap ability is the entire reason you run it. The equip cost of four is real, but in any strategy that generates repeated tap triggers, the card earns it.

Commander is where Neko-Te actually gets to work: tap-ability commanders and untap-matters strategies can turn its persistent tapping into a lock piece that opponents have to answer or play around every turn. In Legacy and Vintage it's a legal curiosity — four mana to equip is glacial in those formats and the effect doesn't close games, so it never sees play. Oathbreaker is the same story as Commander in miniature, slightly faster games, but the tap-lock angle remains viable if your planeswalker leans on creature suppression.
