Necrotic Fumes exiles a creature or planeswalker outright — no death trigger, no graveyard recursion, gone for good — at the cost of exiling two cards from your own graveyard. That self-exile tax makes it a niche inclusion, but in graveyard-light or reanimator-hostile metas, the permanent removal is worth it.

In Commander, Necrotic Fumes occupies the narrow slot of graveyard-indifferent exile removal — decks that don't care about their own graveyard get clean, unconditional answers to commanders and planeswalkers that other black removal can't permanently deal with. Outside Commander, the card sees essentially no play: Pioneer, Modern, and Legacy have cheaper, more efficient exile options that don't require graveyard fuel, and the two-card exile cost is a real deckbuilding constraint in those formats where graveyard resources are often meaningful. It's a Commander-only proposition in practice.
