Necratog can become a massive threat by exiling cards from your graveyard, but a 1/2 body for three mana that requires feeding your graveyard to matter is a steep ask. It's outclassed by nearly every other graveyard-payoff creature in black, and that keeps it firmly out of competitive consideration.
