Nebelgast Beguiler is essentially a Commander card — the Spirit tribal density required to make it function exists almost exclusively in that format's longer games and tribal builds. In Pauper it's technically legal and has a marginal home in Spirit aggro shells, where the tap effect can clear blockers, but the format moves too fast for a 3-mana 1/1 to hold weight.
