Nature's Panoply puts a +1/+1 counter on a creature and draws you a card for one green mana — the draw is the only reason it exists. Outside of decks that specifically weaponize +1/+1 counters or spell-count triggers, it doesn't do enough to justify a slot.

In Commander, Nature's Panoply is too narrow for most 99s — cantripping for one mana is fine, but the counter payoff requires dedicated synergy to matter. In Pauper it finds a real home in counter-based or Heroic shells where triggering abilities and sculpting your hand on one mana is genuinely powerful. Legacy, Modern, and Pioneer have faster, more impactful one-mana plays, so Nature's Panoply doesn't see competitive daylight there. Oathbreaker follows the same logic as Commander — synergy-dependent, not a default inclusion.
