Nascent Metamorph copies the mana value of the most expensive nonland permanent on the battlefield, turning a cheap body into a high-value clone for the cost of a single mana at the end of your opponent's turn. The ceiling is enormous and the floor is whatever threat your opponents have already committed to the board — which in Commander is almost always something worth copying.

Commander is where Nascent Metamorph lives — four players mean a crowded board, and a crowded board means the most expensive nonland permanent is almost always something absurd: an Eldrazi, a planeswalker, a combo piece. In Legacy and Vintage it's technically legal, but the format speed and two-player dynamic shrink the card's variance window considerably; you'd need to flash it in at the right moment against a single opponent, which is far less reliable than in a pod. Nascent Metamorph is built for multiplayer, and Commander is the only format where it consistently punches at its theoretical ceiling.
