Narset Transcendent

Legendary Planeswalker — Narset

+1: Look at the top card of your library. If it's a noncreature, nonland card, you may reveal it and put it into your hand.
−2: When you next cast an instant or sorcery spell from your hand this turn, it gains rebound. (Exile the spell as it resolves. At the beginning of your next upkeep, you may cast that card from exile without paying its mana cost.)
−9: You get an emblem with "Your opponents can't cast noncreature spells."

Narset Transcendent card art
Narset Transcendent puts a rebound stapled to a planeswalker on turn four — free extra copies of your best instants and sorceries is a real axis of advantage. The catch is she does nothing the turn she arrives unless you're already ahead, which makes her much weaker than her namesake Narset, Enlightened Master in the same color identity.

Narset, Enlightened Master already wants a stack of instants and sorceries to cascade into for free, and Narset Transcendent's rebound ability means any spell you cast naturally gets another free trigger — doubling up on extra turn spells, counters, or Timetwister effects is exactly the kind of redundancy this deck wants.

In Commander, Narset Transcendent occupies a narrow slot — she's a value engine in spell-heavy control builds, but six loyalty at six mana means she needs protection to do real work, and the rebound payoff scales hard with how busted your spell suite is. In Pioneer and Modern, she's largely been outpaced by cheaper planeswalkers that come down earlier and stabilize the board faster; the static ability taxing opponents' noncreature spells is genuinely powerful but arrives too late on curve for the formats' threat density. Legacy and Vintage have the spell density to make rebound monstrous, but both formats have faster, more resilient threats, so she sees only occasional fringe play. Oathbreaker is arguably her best home outside of Commander — as the planeswalker commander herself, you can build directly around rebounding signature spells every turn.
