In Commander, Narset's Rebuke occupies a useful niche: it answers a problematic enchantment or artifact at instant speed while drawing a card, which keeps you from falling behind on cards when you tap out to interact. It won't stop a spell permanently, but in a format where games go long and card advantage compounds, cantripping removal is structurally better than a dead card in hand.
