Mystic Penitent is a one-mana 1/1 that becomes a 2/2 flier once you've emptied your hand — cheap to cast, but the payoff requires you to be hellbent, which is a real cost in a card-advantage-hungry format. It rewards aggressive discard-matters and hellbent builds specifically; everywhere else, it's just an understatted creature waiting for a condition that may never arrive.

In Commander, Mystic Penitent is a fringe inclusion at best — the 99-card format rewards card advantage so heavily that playing into an empty hand is usually a losing position, not a build-around. The handful of commanders that incentivize hellbent or discard-as-resource (Asylum Visitor strategies, Pauper-style aggro builds) can use it, but it competes with much stronger options in white. In Legacy and Vintage, it's legal but never sees play; white weenie has no interest in a 1/1 that needs setup to become a 2/2 flier when better creatures exist at the same cost. Oathbreaker shares Commander's card-advantage dynamics and offers no better home for it.
