Mysteries of the Deep is a Commander card through and through — the foretell mechanic rewards longer games, and the Island-trigger condition is easy to satisfy in 99-card blue decks without warping the mana base. In Pauper it's legal but outclassed; common draw spells at three mana are expected to be unconditional, and the tapped-Island clause makes this too unreliable for a format that demands efficiency. Legacy and Vintage have no interest in a five-mana ceiling for conditional card draw. Commander is where Mysteries of the Deep earns its slot, specifically in decks that run a critical mass of basic Islands or care about foretell synergies.
