Myr Reservoir does two things most tribal payoffs don't: it recycles Myr from your graveyard back to your hand and taps to add three colorless mana, making it a recovery engine and a mana rock in one three-mana artifact. In Urtet, Remnant of Memnarch builds specifically, that combination is close to mandatory.

Myr Reservoir is a Commander card through and through — the payoff compounds over a long game, and a tribal theme built around Myrs simply doesn't exist in competitive 60-card formats. In Legacy and Vintage it's technically legal but competes with artifacts that do far more powerful things for three mana, so it never sees play there. Commander is the only context where the recursion clause matters enough to justify the slot, and specifically Myr-tribal Commander at that — outside those tribal shells, a three-mana rock that doesn't produce colored mana is a hard sell.
