Mutinous Massacre clears a board of smaller creatures and refills your hand in one shot — the cost is that it only hits nonblack creatures, which matters less when you're already in black and your opponents aren't. Mutinous Massacre is legal in every major format but is firmly a Commander card — the sorcery speed, heavy mana cost, and scaling card draw based on creatures killed are all calibrated for a multiplayer board full of threats. In competitive 1v1 formats like Modern or Pioneer, a five-mana sorcery that conditionally sweeps and draws cards is too slow against proactive strategies that either go under it or run black themselves. Commander is where the nonblack restriction is least punishing, the board is fullest, and the card draw is most backbreaking.
