Mutant Town Musicians is a Commander card through and through — the 100-card singleton format gives it the most time to find a board state worth entering into, and +1/+1 counter synergy commanders like Atraxa, Praetors' Voice or Ozolith-adjacent shells can turn its enters-the-battlefield trigger into a six-or-more-counter swing. In 60-card formats, four mana for a conditional anthem is too slow and too fragile; Modern and Pioneer have faster, more resilient payoffs for counter strategies. Pauper is the one 60-card environment where it might earn a look, since the power ceiling is lower and wide counter synergies are achievable at common — but it's still competing for a crowded slot. Stick to Commander.
