The four-mana cost is fair for that ceiling, but the card does nothing without consistent land drops, so it earns its slot only in decks that can guarantee them.

In Commander, Murasa Ranger is a role-player in landfall shells — not a staple, but a legitimate four-drop in any deck running Aesi, Tyrant of Gyre Strait or Omnath, Locus of Rage that wants redundant token production off basic land drops. In Modern and Pioneer, it simply doesn't compete: four mana for a conditional 3/3 generator is far below rate in those formats where tempo is everything. Legacy and Vintage have the same problem at an even steeper discount. Murasa Ranger lives and dies in Commander, and even there only earns inclusion if the deck is explicitly built around stacking landfall triggers.
