Mother Bear is a Commander card through and through — the graveyard recursion and three-trigger spread are most meaningful in a 40-life, multiplayer game where you have time to set up the second activation. In Pauper it's legal and the rate is passable, but bear tribal isn't a supported archetype there, so it slots into generic green stompy at best. Legacy and Vintage are non-starters; two mana for a 2/2 with a five-mana total payoff doesn't compete at those speeds.
