Commander is where Most Valuable Slayer actually does something — the three-opponent table makes hitting the 'most opponents damaged' threshold realistic, and the card-plus-token reward compounds over a long game. In 1v1 formats like Modern, Pioneer, or Legacy, the condition collapses to 'damage your one opponent,' which any combat step achieves, but a 2/2 for three with a delayed draw is simply too slow to compete with what those formats offer. Pauper is legal but the same problem applies: the rate is poor by that format's efficiency standards. Standard is the one constructed environment where Most Valuable Slayer could see fringe play in a wide-board aggro shell, but it would need consistent multiattack angles to justify the slot.
