Moorland Inquisitor is bulk in every format it's legal in. Pauper is the only environment where a cheap, on-theme creature with a triggered ability gets a second look, but even there the effect requires spell investment to matter and the 2/2 base stat line doesn't trade up. In Commander, it's outclassed by nearly every white two-drop with a persistent ability rather than a triggered one. Legacy and Vintage are non-starters — the bar for a two-mana 2/2 with no immediate impact is impossibly high.
