In Commander, Moonrager's Slash is a role-player: three damage misses most late-game threats, so it earns its slot only in dedicated Wolf/Werewolf builds where the one-mana mode is reliably online. In Pauper, one-mana conditional burn has real legs — the format's threats are small enough that three damage answers a lot, and the common slot is competitive enough that the upside matters. Modern and Legacy have access to Lightning Bolt, which is unconditional, so Moonrager's Slash doesn't see play there.
