Moonlight Bargain puts five cards in your hand immediately — the life payment is real but rarely relevant in a format where you start at 40. At five mana for five cards with full selection, it's one of black's most efficient raw-draw spells in Commander.

Moonlight Bargain is a Commander card through and through — the 40-life starting total makes paying 2 life per card a minor tax rather than a real cost, and instant speed means you can hold up interaction and cantrip at end of turn if the game stays quiet. In Legacy and Vintage, it's far too slow at five mana when Ancestral Recall and Brainstorm exist, and black has access to cheaper draw that doesn't cost this much mana. Oathbreaker is the one other format where it fits cleanly, for the same reasons it works in Commander.
