Legacy and Vintage have the raw card power to occasionally abuse land-tap effects in specific lock packages, but Moonhold doesn't approach the efficiency threshold those formats demand. Modern has similarly moved past this effect; no competitive shell wants a three-mana sorcery that taps lands rather than destroys or bounces them. Oathbreaker is the one format where a targeted tempo spike could matter more, but even there better options exist.
