Moodmark Painter is a Commander card through and through — graveyard-centric decks like Wilhelt, the Rotcleaver or The Scarab God routinely fill the bin fast enough to make the pump absurd, and the menace rider turns a single attacker into a genuine closer. In Pauper it's legal and occasionally sees fringe play in common-level black reanimator shells, but competing at common for four mana is a tough ask when the format moves faster. Competitive constructed — Modern, Pioneer, Legacy — has no interest: four mana for a creature that requires setup is far too slow, and the effect doesn't chain into anything broken enough to justify the slot.
