Monstrify is a bulk common in every format it's legal in, and that's the full story. In Commander, four mana at instant speed needs to either threaten a win, protect a piece, or generate card advantage — Monstrify does none of those things. Pauper is the one context where reach occasionally matters for blocking, but even there you're getting outclassed by cheaper, more versatile combat tricks. Legacy and Vintage don't want to hear about it.
