Monastery Loremaster enters and draws you a card while putting a +1/+1 counter on a creature you control — real upside stapled to a 3/3 body for four mana. The problem is that four mana for a 3/3 that replaces itself is a fine rate in Limited and an unexciting one in Commander, where the competition at that slot runs away with games.

In Commander, Monastery Loremaster is a passable includes in spellslinger or +1/+1 counter decks that want bodies and incidental card draw on the same card, but it doesn't stand out in either role — dedicated draw spells draw more, and dedicated counter payoffs scale harder. In Pauper, the rate is more defensible: a 3/3 that draws at common rarity fills a real slot in slower creature-based strategies. Monastery Loremaster is legal in Modern, Pioneer, Legacy, and Vintage, but sees no meaningful play in any of them — the bar for a four-mana 3/3 in those formats is severe.
