Moment of Silence buys you exactly one combat step — target player skips their attack, full stop, for one white mana. It's a fog that punches a single player rather than the table, which makes it precise and cheap but not a protection piece you can rely on past the immediate threat.

In Commander, Moment of Silence is a narrow political tool — one white mana to blank an opponent's attack on you or a key ally, with the rider that it can be cycled if the board doesn't call for it. The cycling clause matters: dead cards stay dead, and a fog you can trade for a fresh draw is meaningfully better than one you're forced to pitch. In Pauper it's legal but too situational for a format where tempo is everything and the effect doesn't advance your board. Legacy and Vintage have access to it but would never register the card.

$0.31 bulk tier
At $0.31, Moment of Silence is firmly bulk — you're paying for cardboard, not scarcity. Bulk commons with cycling tend to hold their floor rather than drop further, but there's no pressure driving this one up.
